Restaurant Inspections
All Retail Food establishments, whether permanent located in or participating in a temporary event held within JSRHC jurisdiction, must be inspected by JSRHC, annually or as deemed necessary, to ensure sufficient compliance is met with NJAC 8:24 “Sanitation in Retail Food Establishments”

Intial Inspection
A pre-operational inspection by the Jersey Shore Regional Health Commission is required prior to the start of operations to determine compliance with NJ State Sanitary code Chapter 24 (N.J.A.C. 8:24). Approval from all other departments MUST be completed PRIOR to the pre-operational inspection. (See pre-operational checklist.) Once you pass the pre-operational inspection your retail food license can be purchased from the appropriate municipality. Â
Risk Type
The Jersey Shore Regional Health Commission conducts regular inspections in the municipalities listed below. These inspections are done annually at all food establishments. When deemed necessary these inspection may be more frequent.Â
Risk level 1 – Serves or sells prepackaged, non-potentially hazardous foods and heats only commercially processed foods for hot handling. Ex. Convenience stores, hot dog carts, and coffee shops.
Risk level 2 – Food establishments with a limited menu, prepares, cooks and serves most products immediately, limited complex preparation of potentially hazardous foods. Ex. Retail food stores, schools, and quick service operations.
Risk Level 3 – Food establishments with an extensive menu that requires handling of raw ingredients and is involved in the complex preparation of menu items that include cooking, cooling, and reheating of at least three or more potentially hazardous foods. Ex. Full-service restaurants, diners, commissaries and catering operations; Or an establishment that prepares and serves potentially hazardous foods to a highly susceptible population Ex. Hospitals, nursing homes, and preschools.
Risk Level 4 – a retail food establishment that conducts specialized processes such as smoking, curing, canning, bottling or acidification designed to control pathogen proliferation.
Inspection Rating
When a sanitation inspection for a Retail Food Establishment is conducted, the business entity will receive a rating of:
Satisfactory – The establishment is found to be operating in substantial compliance with state and local retail food regulations. Its staff demonstrate an awareness of and actively practice sanitation and food safety principles.
Conditional Satisfactory – At the time of the inspection the establishment was found not to be operating in substantial compliance with state and local retail food regulations and was in violation of one or more provisions as established in retail food regulations. Due to the nature of these violations, a reinspection is scheduled. This reinspection is offered within a reasonable time with considerations of observed Violations.
Unsatisfactory – Whenever a retail food establishment is operating in violation of state and local retail food regulations resulting in what can be considered gross insanitary or unsafe conditions, which pose an imminent health hazard, this rating is assigned. The retail food establishment is requested to voluntarily cease operation until it is shown on reinspection that conditions which warrant an unsatisfactory rating have been addressed. JSRHC will institute necessary measures provided by law to assure that the establishment does not prepare or serve food until the establishment is reevaluated. These measures may include embargo, condemnation and injunctive relief.
These ratings should be on display & visible for guest to see from entryway, or point of purchase. Satisfactory placards are white, Conditional Satisfactory placards are yellow, Unsatisfactory placards are Red.
